Certificate of Official Character & Affidavit Closing
This scan carries two distinct items. The top is a Certificate of Official Character, dated January 24, 1890, in which Harris County Clerk J. S. Massie — through Deputy Clerk S. H. Brashear — certifies that H. Paul Georgi was a duly commissioned notary public, stamped as received by the Bureau of Pensions on January 29, 1890. Below it is the closing portion of a separate affidavit sworn by Elias Roberts himself two days earlier, on January 22, 1890, and notarized by Georgi — very likely the same affidavit whose full text appears as page 15, in which Roberts explains the error behind his 1825 birth-date record and confirms the correct date.

I, J. S. MASSIE, Clerk of the County Court in and for Harris County, Texas, do hereby certify, That H. Paul Georgi is a duly elected, qualified & acting Notary Public in and for Harris County, Texas, that his certificate is in due form of law, and that the Signature thereto is genuine, and that all his official acts are entitled to full faith and credit.
