Declaration for Increase of Pension
On March 24, 1893, Elias Roberts, then 69 and still enrolled at the Knoxville agency under Certificate No. 17403 at $8 per month, filed this declaration seeking an increase to $12 per month under the new Act of January 5, 1893. He declared himself wholly disabled for manual labor by piles and rheumatism in the arms and legs, and in circumstances too destitute for $8 a month to meet his needs. He appointed a new attorney, Henry D. Phillips of Washington, D.C., and the declaration was witnessed by Mary Georgi and Henry Thaeke. The Pension Office stamped it received on April 18, 1893.

ACT OF JANUARY 5, 1893.
Declaration for the Increase of a Mexican War Service Pension.
State of Texas, County of Harris, ss:
On this 24th day of March, A.D. one thousand eight hundred and ninety-three, personally appeared before me, a Justice of the Peace and ex-off. Notary Public within and for the county and State aforesaid, Elias Roberts, aged 69 years, a resident of the town of Hockley, county of Harris, State of Texas, who, being duly sworn according to law, declares that he is a pensioner of the United States, enrolled at the Knoxville Pension Agency under certificate No. 17403 at the rate of $8 per month, under the act of January 29, 1887, or the act of March 3, 1891, on account of the service of Private in Captain Gillespie's Company, Hays' Regiment, Texas Mounted Volunteer[s], from February, 1846, to February, 1847, in the Mexican War; and that he is wholly disabled for manual labor by reason of piles, which often prevent him from farm work, also rheumatism in the arms and legs. (Here name the disabilities from which applicant suffers.)
And is in such destitute circumstances that $8 per month are insufficient to provide him with the necessaries of life, and that he believes himself to be entitled to an increase to $12 per month under the provisions of the act of January 5, 1893. That he appoints Henry D. Phillips, of Washington, D.C., county of ___, State of ___, his true and lawful attorney, with full power of substitution and revocation, to prosecute his claim. That his Post-Office Address is Hockley, county of Harris, State of Texas.
